Specs: 3.2.2

I am moving and do not have a laptop to take to establish a wireless router, can I purchase a router and setvit up with just an iPad?

Doubtful. Wireless routers usually require a wired Ethernet connection to set them up for the first time. This cant be done with an iPad.
