XP Bootup hangs

I have a Dell Dimension 8200. When it boots, it displays a message that it can't log in to the administrator account because the password or domain are incorrect (and reminds me that they are case sensitive). If I click the OK button, I am presented with the typical login screen with a single user icon.
Sometimes, it goes past the the "bad password" screen, with a beep, and goes straight to the blue "Windows is starting up" screen. It hangs there until the screen saver kicks in. At that point, if I move the mouse, I get the login screen and I can login normally.
I have done a repair (dirty) install with no effect. Any thoughts other than format and re-install?
