My computer: Athlon 64 3400+, 2GB of RAM, and ATI Radeon X800XL AGP 8X. I just upgraded to Windows Vista, which my computer runs very slowly. I can't play movies anymore because the video is so slow and jerky. I think the problem is my video card because when I disable the Glass effects everything runs faster (but still very slow). Do I need a Shader 3.0 video card to run Vista smoothly?

No, but you do need drivers. Did you install the latest ATI Catalyst drivers (v8.3) for Vista? I recommend the "driver only" version rather than the whole Catalyst Software Suite, but that's up to you:
That's strange. The X800 should easily run Vista's UI.
Are you using an nForce 3-based motherboard?

Thanks jam and jackbomb. I'll be switching back to XP Professional tonight. It's a bit disheartening that a 2 yr old computer can't even run the latest OS. :(
