Won't boot up

Specs: Windows XP
Here is my problem:

Yesterday a user shut down a computer that probably hasn't been shut down since November 2008. Later that day I went to turn on the PC and nothing! The Ethernet cable had light but I couldn't get the power button to work. I then switched the power cord with a PC that was working and for a brief second the power button light blinked twice. No sound no fan nothing.

Problem with power supply, power button/cables for power button, or motherboard power button route.

Try this first, can't hurt. Unplug system. Press power button a few times like 10 or so. Then plug in system and try again to power on.

If not then start at web pages that tell how to diag power button and power supply.
