Everytime there is a powercut or even if I unplug my PC, it wont switch back on properly. At first it goes into a loop power supply going on and off after about ten seconds. Then when that stops it just wont do that beep that signals that its starting boot up. Sometimes disconnecting the HDD helps, sometimes taking out all the RAM and sometimes it just takes hours of trying to get it started. Any suggestions what could be at fault?

List the complete system specs. You know the real meaning of peace only if you have been through the war.
Windows 7 Enterprise 64bit
Intel Core 2 Quad Q6600
6 GB RAM
Asus P5Q SE PLUS Motherboard
EZ Cool 650W PSU
GeForce GTS 250PC switched on this time after a lot of playing around with the power switch and the power supply on/off button. had most components out and there were no beeps, until finally got the RAM beep going.
EZ cool power supply is the time bomb and when it goes off it will take some components out.
Replace it with this Rosewill unit

In support to what @ kuwese said, I advise you introduce a power cord with fuse to electric power outlet so that only fuse would be affected in future. Thanks
