PART 1
I normally keep my machine running 24/7 - with a day or 2 off every few weeks. I went on vacation earlier this month and had it off for a week. When I went to turn it back on, nothing showed on the monitor. I figured the monitor was having "issues", so I unplugged it and plugged in another, turned it back on and everything was OK. Last week, the power went off in my house for a few seconds. Because its an ATX, I went to turn it back on. Again, no picture displayed. No beeps heard. And it sounds like its going through a loop of some kind. The little red light I normally see flashing and the sound it makes when it is "working" isnt there. (I do have another red light that stays on showing theres power) My assumption is either a bad HD or motherboard. Any ideas?
(I had heard that several people had problems when they updated their XP with a service pack fm Microsoft. I downloaded an update but never installed it because of what I heard.)PART 2
I dont believe there's anything wrong with the power supply. Its running - same sound - good supply of air coming out. I built this machine approx 9 months ago. The power supply was new. The motherboard was used so that may give credance to the CMOS battery dying. Im gonna guess, the only way to check and see if thats the problem is to buy a new one and replace it? Could this possibly have something to do with the BIOS perhaps hiccouping when she was cut off?
Oh BTW there shouldnt be any power surge damage because she didnt come back on when the power came back on - I turned her on (ATX).

the best way is to remove all hardware and start with the processor (w/o HD or cd-rom also, but of course leave the video card in it) and if it posts then add another piece of hardware. if it does'nt post with just the CPU & video card then the CPU or video card is probably fried.in this case do you have another CPU to try? the fans and all come on but it does'nt post? if that's the case then the PS is Definetly ok.
Hope this helps :-)

You have what is called a No Post No Video Situation.
The Person above mentioned this but did not provide all Steps and what should actually be done.
1: The Modem can cause a No Post No Video. Pull it and see what happens.
If it still does not boot. Strip the System down with nothing on the Board but Power Supply Processor and Fans.
This Includes All Memory, All Cards, All IDE Cables. Hook just the Power up and See if you get Memory Error Codes ( Beep Codes ). If you Do ( And you Should ) then Reseat the Memory ONLY. If you dont more than Likely it is the Power Supply or Motherboard. If Reseating the Memory back in Memory Bank 0 causes a No Post. Pull the Memory and put the Memory in Bank 1. If it Post then Bank 0 is bad on the Motherboard. If it Dont, You Need Memory. If you have more than 1 stick then try with one or the other and make sure one of them is not bad. If it is Rambus Memory you will need to add both sticks, because Rambus is Required for Pair.
If in Bank 0 the System Posts, add the Video Card and connect the Power and Monitor. You should get Post and Video. If you do not, Video Card is bad.
From there add the Hard Drive IDE and Boot the System. If it does not boot then try the IDE Cable in the CDROM Controller and see what happens. If it Boots then the Controller on the Motherboard is bad. If it Causes a No Post No Video, Hard Drive is Bad.
From there Add One IDE Back at a time and make sure it is none of those drives or Controllers. If you find that one of the Drives is causing a No Post No Video, Try a Known Good Drive. If it Posts and Boots. The Drive is Bad. If it Dont, The Controller on the Motherboard is bad.
After that Add one card back at a time. Find out which one is causing the Issue. Sometimes Reseating everything works fine. If none of these work then You May have Either a Bad Power Supply or a Bad Processor. Also dont forget that you may have had a Surge or Storm and May have Caused a the Motherboard to get damaged.
Dell has a Good Artical on Steps to do for this at http://support.dell.com/us/en/kb/document.asp?DN=TI1014149
