Winsock Error

My computer will not connect to the internet. I am getting the error message cannot read system Winsock files. Are there any options I may use to resolve my issues? Thanks in advance.

Use another computer to download WinSock XP Fix onto a CD, Floppy or thumb drive then transfer it to the problem computer and run it.
