Windows xp wont start, keeps rebooting

Specs: Windows xp
My windows xp computer will not startup, keeps rebooting and will not go into safe mode or any other mode, just keeps rebooting. I do however need some important files from it. How can I get the files myself

If you can't get into the system, you have 3 options:

1. Use a USB HDD adapter that can interface your non booting HDD to another PC in order to get files copied off of it:

2. Put your non booting HDD into another PC as a slave drive, then copy the files to a good HDD in that PC.

3: Use a boot Utility Boot CD like Bart or UBCD in order to boot to the CD, then access your files on your non-booting HDD to copy them somewhere else like over a network to another PC or Server, a flash drive, an external HDD or another internal HDD inserted into your non booting system.
