windows or hardware?

I have had a my current system for a couple of years. Within the last year, every once in awhile when i boot it up one of my windows files is either corrupt or missing, and it wont let me go into windows. I have reinstalled windows multiple times, but it is very frustrating and time-consuming. The windows repair console that i run off of the installation disk has worked before, but this time when i run chkdsk /p it says everything is fine. I have run multiple disk checking utilities, and even upgraded my hard drive. When i try to install windows now, i get a BSOD halfway through the setup. Dont have the $$$ to buy a new comp(even though i would love to). Any suggestions?

Memory tests
Memtest has an ISO for creating a CD

Run either test overnight and any errors at all are unacceptable.

I know you've run drive tests, but you might also want to run chkdsk /r
This will check the disk for bad sectors.

Do yourself a favor BACKUP!

If you haven't tried the hard drive maker's diagnostic utility, that is the best one to use. They are available free at the maker of your hard drive's web site. If the drive doesn't pass the manufacturer's tests (usually a quick and a longer one), it's starting to fail.

Other than that, is the computer and everything connected to it (phone line, printers, scanners, routers, etc.) adequately protected by a device that blocks power surges/spikes? - if not it may be power surges/spikes that are causing your problems.
