I bought a 8GB USB Pen Drive off Ebay over a month ago and it just recently started on showing .98GB of space. I tried to reformat it as FAT32 and plugging it into another PC but it show the same thing. Does anyone know what the problem could be?

Check that site out, you may have bought a hacked pen drive. Did you ever have more than a gig or two of data on it before it started showing the wrong size? It may actually only be 1GB
