Hauppauge=? is that the manufacturer?

Ad says;
PCI TV Tuner
Digital Decoder
Video Capture Capability
$39.99 (Fry's)

What is this device?
Software or Hardware ?

Please direct me to definitions of video capture, & video card.

Do you need a tuner to watch TV on computer inset?
Why not just a video-in and tune thru the TV set?

This device is a PCI expansion card that allows you to watch TV on your computer and input video to your computer, such as from a VCR so that you can burn it onto a dvd if you have a burner. It is a piece of hardware that gets plugged into an expansion slot inside of your computer. It comes with the software needed to do the things it says it does.
