Comment:

I just bought a new mb, cpu, ram and installed them. About an hour after first turning on the computer I started getting wierd characters all over the screen (covering some of the text as well) Sometimes it has a lot of characters and other times it seems almost normal (not even close to "normal" though). Also there are wavy lines almost like there is a resolution problem, but I checked the settings and it is set to NTSC. Has anyone have any suggestions?

This is most commonly a memory problem. It could be the RAM on the mother board or the RAM on the video card.

I've also seen this happen when the CPU is getting too hot.

Just a couple of suggestions of what to check out.
