Has a disk been left in the drive?

Did you try holding down the ALT Key and repeatedly hitting f10 key?

You asked why the HDD is faulty. If that is the case (likely) then, like most things, it probably just died of old age.

If you have recovery media put it in the drive then power your computer off then on again. Can you get into BIOS (this might be necessary to put the disk drive ahead of the HDD)? See this discussion about entering BIOS:

Always pop back and let us know the outcome - thanks

Another method to try.

How to use a Lazesoft Windows Recovery CD or USB device to fix the boot problems if your Windows operating system does not start correctly
"It is very common for PC users to be faced with a Windows crash. When this happens, the dreaded 'Blue Screen of Death' pops up, or your PC has a black screen and can not boot or start up"

Is this a computer that was previously working for you or maybe one you just picked up? Many times sellers just remove the hard drive as the easiest way to make sure no personal files are passed along.
