Why does my computer freeze during startup?

Specs: Windows 7
I was watching a movie on my computer when everything started to sound very "digital" as in very electronic and beepy. The screen started to skip and then it froze. after turning off the computer it would no longer start neither regularly or in safe mode. It gets to the point where it has the floating windows logo and then freezes and reboots. It suggests to try the system repair and that does the same thing. I tried resetting the CMOS and put in a new CMOS battery, but it didn't help. I've also tried to reseat all of the hardware and cables but that didn't help either. I also attempted to re-install windows but that also failed. I am guessing that it is a hardware problem and that something such as the motherboard or cpu has "died" but I am not sure. Any suggestions?

Also, I tried removing the RAM and starting it to see if the motherbaord beeps upon startup as suggested on other sites and it didn't. Does this mean that the motherboard could be dead?
