White, then black screen at boot up

Specs: Windows XP, Pentium 2 2.6ghz, 4gb ram
About a week ago, I noticed that about once a day when I booted my pc i would get a bank white screen at boot up. I would restart, and it would go away.

Then late last week, it stopped going away. Now everytime i boot up, i get the same sequence of problems:

I boot up, turn on the monitor, and for a brief second, I can see everything just fine. Then, the screen turns white (not all at once, instantly, it kind of takes a long second to turn completely white, and I can still make out what should be on the screen.), then after being white for a few seconds, the screen turns black. The monitor is still powered on, but i see nothing. If I turn the monitor on and off, the exact same thing happens again. My computer is actually booting up, and in the second of normal screen that I get, I can actually log on to my desktop.

I've tried swapping out the video card with an identical one, same with the monitor, I have a duplicate. I've tried a new cable, and the problem persists. At this point, I'm thinking something is wrong with the motherboard.

Sounds like a common problem with Dell XPS. There video card goes bad. Because its integrated into the motherboard, the whole motherboard needs to be replaced. Same thing happened to me. I just sold mine online.

Or you could just buy a graphics card.
