whining sound from CPU

Specs: Windows XP, 2gb
I have a desktop computer that I changed its motherboard and processor. My new motherboard is D945GCCR and processor Intel® Pentium® 4 Processor 650 supporting HT Technology (2M Cache, 3.40 GHz, 800 MHz FSB). Its not even a month old and I notice some whining sound coming from around the CPU, especially when starting up and running heavy programs like movies. The processor fun is new too. Im sure its from CPU because I separated PSU from the computer and could clearly tell the source of the sound. Anybody with suggestions please help.

Is it the factory heat sink and fan tha came with the cpu?

I went kind of nuts with mine and looked for the largest fan that could move the most cfm. Cools great but at boot up and under heavy load my neighbors think I have opened an airport here. My front case fan sucked up a kitten 2 days ago. Some fans run at a steady speed some are controled by the MB and change speed as need to remove heat.

I want to go like my grandfather did. Peacefully in his sleep. Not screaming at the top of my longs like the passangers in his car.
