Which Video Card to Choose?

Specs: Windows XP, Intel P4 CPU 2.80GHz/1022MB RAM
Hey guys, Karl here. I'm looking to make some minor overhauls to my Dell Dimension 4600 [no giggles; she's been a good girl], and I've got two concerns:

The first concern is RAM. As stands, I have two Dual Channel sets of 256MB (four individual 256MB cards). They are DDR as far as I can tell. I want to upgrade to 1GB Dual Channel DDR Cards. Is this okay?

Also, I want to update the Graphics Card without a) paying an arm and leg, b) crashing the computer, and c) overheating the computer and/or allowing for potential fire or incendiary hazards. My specific game of choice is the Sims 3 as I'm mostly a platform gamer. What I'm not sure of is whether or not my Dimension is PCI friendly, or AGB friendly. I'm not sure how to check.... Also, there seem to be a lot of cards that would work. However, as I've stated I'm not a huge PC Gamer, I'm looking for something that will fit my needs without being so overqualified as to rob my pocket.

Any help?
