Wheres the rest of the RAM

I have a motherboard (Biostar TForce 550) with no intergrated display card. I recently installed 4GB of RAM. Yet in system properties only 3.25GB show up. I believe the O.S. takes up RAM when booted up but whatelse is eating away at my memory?
