What really is my video memory?

I have a computer with dual boot 98se/xp and get two different readings with video memory. The box and instructions that came with the computer say it has 11meg alocated to video memory. Under display/settings/advanced in 98 it says 2MB and in same location under xp it says 4MB. I have never changed anything except adding xp. Is my memory only 2 or 4MB? Where do they get 11MB from? I was just curious before deciding to get a video card. :( the computer doesn't have an agp slot so i'm stuck buying an expensive pci I guess.

for a pci card, go to www.ebuyer.com and get a Geforce 2 mx-200 pci 64mb.
