One did not recommend buying a video card that combines tv in and out. I was advised to go for both a video card that supports tv out and a tv turner.
I have no idea what the TV turner is. To my understanding, it's something for converting analog signals to digital .. Using this thing, will i be able to record tv programs?
Please help ..

There is no such thing as a TV TURNER.

There are many TV TUNER cards. Simply they allow you to plug in an antaenna and watch 'free-to-air' television broadcasts [some have CATV - cable or satellite input, other features may also be available] on your PC monitor.

With this you can also record broadcast programs - if you have enough hard disk space - and record them to VCD via your CD Burner.

G'day,

I take it you mean a TV Tuner? This is the same device that is used in your Video Recorder.
All TV programmes are transmitted over a carrier; the programme modulates this carrier. Hence TVs have tuning (or demodulating) circuitry "tuned" to each TV channel. They also have one allocated for video recorders (CHAN 0 here in Australia), so the video is tuned to all the channels and demodulates them and then re-modulates them for CHAN0 for the TV. This is why you have to set your TV up for your video recorder. "Raw" video as we call it will not work with a TV that accepts only modulated inputs.
Now, I don't know how your system is set up, but having a TV Tuner output on your card will enable you to view the video on your TV and also record video on your Video Recorder. However, if your recorder can accept "raw" video then you won't need the tuner, and also I'm not sure about modern TVs; they might accept raw video too (mine is so so old...).
Don't concern yourself about analogue or digital signals; the tuner just enables you to (de)modulate the carrier with the raw video.

You are both wrong. There is a TV turner, it will turn your TV whichever direction you want. You can watch TV even when your laying down, sitting, standing or in prine postion. You can buy a TV turner for only $14.95 at either Kmart or Wallmart.
