weird mouse conflict

Specs: Windows XP
My mouse takes turns becoming active in the frame part of my browser, but not in the html content part, and then switching back.
I can roll the mouse over the browser menu bars and activate them, and drag the scroll bar, and scroll with the wheel, but it's unable to click on anything in the website. So I click something outside the browser, bring my cursor back into the window, and it will work on html, but it won't work on the scroll bar or the browser menus.
I also notice I can open a drop-down menu with the mouse, but I can't click in it.
What can this be?

Is the mouse wired to a cord - if so, is it PS/2 or USB or Serial port connected
or wireless - uses a USB connected transmitter / receiver ?

It's a wireless USB mouse. It only started doing this recently, and it's not doing it right now (I just started up), so next time it does it I'm going to try powercycling the computer and see what happens. I'll keep you posted.

Try a different mouse.
If you don't get the symptoms with another mouse, your problem is not caused by a problem with what's built into Windows.

You may need to plug it's transmitter / receiver into a different USB port, etc.

Rarely, a USB connected mouse may conflict with another USB device. Try unplugging all other USB devices, except a USB keyboard if that's all you have for a keyboard, and see if the problems go away.

Make sure it's batteries are okay.
