You need a video card with a "video in" socket to which you can connect a VCR, or a TV-tuner card.

Actually, all you need is a TV Tuner card. You do not need a video card, unless you want to upgrade that also. I bought a Hauupage WinTV card years ago and it still works great. The TV card plugs into a PCI slot. Connect a tv cable to it and viola', you are watching TV on your PC.

Is the picture and video quality good? Is is exactley same picture as the TV?

In my opinion, the picture quality looks much better on the computer, since the screen resolution is much better on the monitor vs. the tv - even though regular TV signal has around 300 lines of resolution. The tuner cards have nice features too, like being able to run through all the channels you have, taking a snapshot of each channel and displaying them all to you at once. You can also record the tv signal to your computer for later viewing, providing you have the drive space.

You will get what you pay for, some TV-tuner cards are better than others. I tried two different ones and they couldn`t even tune in all of the channels that I can get on my TV. I now have a VCR, running from the same antenna outlet, connected to my ATI Radeon video card and it works great. The other advantage is that I can record tapes to my hard drive and then burn them as a VCD.

My daughter in college stuck in a el cheapo card and tunes it with the VCR...

The image is not as good as my old tv...not as sharp, not as detailed, colors are somewhat drab...

If you do this, get a good tv tunercard and a good video card to drive the monitor with...
