Specs: Windows 7
I have a 8 core amd 8120Fx processor(3.1Ghz),Gigabyte GA-970A-DS3 motherboard,12 GB ram(1600Mhz)(transcend) and 400w PSU(cooler master).i want to buy a graphic card that can support both gaming and 3d applications.(my budget is under 13000).Please suggest a good one.

The GTX750 Ti is about the most your power supply can handle and should meet all of your needs. Anything higher, even with the next release of the Maxwell cards, will have a higher current draw than your PS can handle. If you replace the power supply, look for 500W to 650W with a single high amperage 12volt rail, active PFC, 80% or better certified efficient, a quality name brand, and a 3 year to 5 year warranty.
