Solved volume does not go below 20% and above 80%

Specs: Windows XP, pentium 4/ 512MB
the volume does not go past the 80% and below the 20% on the system tray. when you try to raise or lower it it just pops back. have tried system restore. only way to get above 80% is to double click on the volume icon and raising the wave bar. and same when it goes to lower the volume without having to mute or deceasing the volume on the speakers or having to raise the speaker volume.

Could be a flakey sound driver so I would re-install it and see if that cures it.
Sound driver is available from the PC maker's website if it's an integrated (on-board) sound adapter, or from the sound-card manufacturer's website if it's an add-on card.
