system turns on. no beeps...monitor does not switch on...all fans work lights on front panel...and harddrive lights and spins. could it be a bad mobo?

yes could be, but could be something else eg. power supply unit. they supply a range of different voltages and if one fails then computer will not work, even though you may still see fans and lights etc as they might be on the remaining good voltages

tried known good power supply...still no video, no beep. also there is an amber led on the front panel near the power led that remains lit ?? tried clearing the bios with jumper...no beep....
