Video is scrambled

Specs: Windows XP pro sp3
I have video that is totally scrambled from post
to desktop. POST screen is scrambled to the
point that it almost looks like a matrix code
screensaver. i even tried to get to safe mode
by just knowing where things are on screen,
and the video signal is still scrambled.

All this happened after i unplugged a mp3
player from the usb cable i was charging it on,
and the moved my usb mouse. video on both
of my screens just went scrambled...1 LCD, 1
CRT...i reboot, and i only get video, though
scrambled on the old CRT.

i can't figure out if it is the video card going
out, power supply dying, or a ram issue.
because nothing is readable on the screen.

Since you've tried another monitor and get the same results it must be the video card.

You're not really green until you're soylent green.
