Why do some video cards have higher clock speed and memory speeds but perform worse then lower speeds and same thing with cpu's

What Cory is asking is why do some video cards with higher clock and memory speeds perform worse then video cards with lower clock and memory speeds.

In ATI cards with "SE" (Second Edition) suffix or nVIDIA Riva TNT2 M64 this is due to narrower memory interface (64 bits instead of 128/256 bits)

Others simply removed some features from the GPU to make the die smaller and cut down production costs like ATI "VE" (Video Edition) ones.
