My cursor on the screen(the arrow) has a red dot on the out side of it. Two of them, 1 on the top and 1 on the bottom. And sometimes when a picture is loading or a video clip theres red dots on there too. And when im playing a game sometimes its all glitchy and the letters blink. Is this a video card problem and how do i fix it?

Did you try to install the newest video card driver and see if that solve the problem?

Yes that's the correct video card driver if you have a nVidia/GeForce video card. you can't install it wrong.... It can be the monitor's issue. You can take a farther test and replace another monitor and see if you having the same problem.

Go into the BIOS, though you will not see the mouse pointer see if you notice the anomaly there too. If you do you may need to change your card.

Basic Input Output System (BIOS)
When you start your system you either press F1, F2, or Delete to go into the Bios (depending what type of system you have)
