The R9200 is pretty low end...especially the SE version
This article tests the power consumption of several "newer" cards. The R9600 Pro is as low as they go...it uses about 20W under load. I'm sure your card uses less.

Great! I was scared to put my video card back in cause of my low watt PSU but now I put it back in with no problem. I dont want to spend money on another PSU even its cheap like $50 cause Im saving up money for something and I dont use my computer much only for web surving but the onboard video with this celeron was real bad. The video card helps it a lot. Thanks for your help guys!
