I don't suggest you touch the bios
leave it as it when you insert your card

I don't believe that a lower setting can damage you video card. When it's a AGP x2 card I think it's quite old so that may be the real reason for the failure. Shouldn't happen but can!

About the new card !!!!
!!!!!!!!!!!!!!!!!!!!!!!
Do you have an AGP x2 or AGP x4 board and what's the speed you new video card has ????

If you board is AGP x4 (or AGP 2.0 standard) everything should be fine but if you have a AGP x2 (or AGP 1.0 standard) you CAN NOT (!!!) use a AGP x8 (or AGP 3.0 standard) card on it!!!!

The higher the AGP standard the lower the voltage they use ad they are only compatible one step up or down (means AGP 2.0 works with everything at the moment!)!!!!

There are also universal AGP devices but better ask a technician before try that as I'm not sure about that!

About the AGP setting in your bios try the setting you have and if it works check the next step if you think you need the higher speed!

umm....well if what you say is right, and the card is ONLY rated for 2x, then using at 1x would apply more voltage, right? and if the card said x2/x4 then i can imagine it would damage it since it did not say x1, so i would say yes, however i have not had the chance to test agp card settings yet, hope this helps

You can use every agp video card with a lower multiplier. That description with the cards only indicates that it run also with a lower setting.
If you take a x8 agp card and put it into a x4 board the card wll also run. The same is when you decide to run it with x1, x2 or x4 setting in bios istead of the x8 on a modern board.
That are two different things. What I'm talking about above are the hardware requirements and it has nothing to do with the bios setting!

The problem is I'm not sure what the universal radeon card you mentioned will do when you put it to x1 o x2 speed.
I think it should detect that it's on a 1,5V board and work with it but if you want to be sure you better download the manual or ask the support of the manufacturer.
You can also set your bios to agp x4 first. It should work and will be faster than the x1 setting!
