Video Card can't get enough power !

I've got a new DVD+/-RW drive for my desktop, I replaced the old combo drive, after booting up my pc says that my video card can't get enough power so it down-clocked itself to prevent damage. Is that logical ? I think all optical drives take the same ammount of power but, this one ?! Now , I don't know what to do as I replaced my PSU twice and this one assumed to be the best it's a 500W Power Supply and also no use, ok, I have another PSU it's 480W can it solve this trouble ?!

The actual advertised Wattage of a PSU is meaningless, it the amperage on the rails and the quality of the components inside which matter.
Could you post the manufacturer and ratings of both PSU's ??

DVD-RW drives consume more or less equal power. While booting up, neither DVD-RW nor the graphics card require too much power.
Assuming that you have used the same power cable to the new drive, my guess is, while installing DVD-RW, you might have accidentally disconnected the external power input to your graphics card if it has one.

I solved it, I have 2 optical drives the DVD-RW one and the Combo one, I removed the Combo drive as I don't need it, and I replaced the cable which is connected to the video card, with the one in the new drive, that message stopped and the video card is working fine again and overclocked too.
Thanks for your help, actually computer parts are very very rare in Kuwait, especially PSU can't get one with a real manufactorer name. When I got this Video Card it was the last one in the market !!
