USR Modem no dialtone

Specs: Windows XP
I've got an external USR 5686 V.92 56K faxmodem plugged into an Avaya IP Office voip gateway (into one of the POTS ports). Everything works fine as long as I have a plain old phone plugged into the phone port of the modem. As soon as I remove that phone the modem reports no dial tone. I can confirm there is a dial tone with a simple phone. I just don't understand why I need to have a dummy phone plugged into the modem for it to recognize the dial tone. Any thoughts?

I saw a deal like that before. I needed a 4 wire phone cable instead of a cheap 2 wire. Inspect the cable from modem to pots jack and verify that all 4 wires are installed and actually connected to jack at each end.

Well I feel pretty stupid, all it took was a firmware update from US Robotics. BTW, using a 4-wire cord didn't help, but thanks for the input.
