Using Hard Drive Externally Problem

I have an old hard drive which Im going to use as backup as Ive upgraded. I decided to get a external USB enclosure for a 3.5" Hard Drive. I've connected my hard drive up, plugged it into my PC and the USB sounds comes on and the message saying new hardware found, USB drive etc. However when I go into my computer it's not there. I do suddenly have another CD drive which Ive never noticed before, I dont know why as I only have my dvd drive.

The hard drive is formatted. How should it be formatted? Is it ok set as master? I also have another hard drive spare, so I tried that and got the same problem!

Does it show up in the device manager, as well as the disk management console?
