When the computer is off, all the ports are off. The USB ports don't get power from the power cord, they get it from the power supply/motherboard. If you turn the computer off, nothing works in the USB ports.

Most bios Setups have a setting for USB Legacy support, or USB Keyboard support, or USB Keyboard and Mouse support, or similar, that is disabled by default. If you change that to enabled in the bios, save settings, there is 5 volts available on all the USB ports all the time the computer is plugged in to a power source, whether Windows is running or not.

Some newer mboards have Legacy USB, or simlar, enabled by default, since USB keyboards and mice are now common.
I've never seen a mboard that has USB that does not have a setting like I described - look again.
It's there so you can have the option of waking the computer, or not, depending on other bios settings, using a USB mouse or a USB keyboard, or so you can get into the bios with a USB keyboard, if it's enabled.

I confirmed enabling that works to charge something - I have a rechargable flashlight plugged in right now - it's led is on when it's charging - it stays on when Windows is Shut Down - it isn't on when the setting is disabled in the bios.
