USB problems with ADSL modem

The joystick that is using the USB port is working, but when I attach the ADSL USB modem it says that it doesn’t remember the device and that the USB has problems.
The modem works fine on other computers.
What is the problem?
If I need to install new drivers do I need specific USB drivers or are they generic and can be downloaded at Microsoft part of Win XP?
If I have to re-install XP can this keep all other programs etc or do I risk loosing them?
