USB Power Exceeded

Specs: Windows XP
my laptop has only 2 usb port. when i used both of it with my USB wifi and external hardrive, a window appear saying "USB power exceeded" then i remove them both from the port and restarted my laptop. after that my usb is not working anymore. it doesnt read anything I insert to the usb port. i checked on my device manager but usb root are complete and it says that it is woking properly. now i cant access the internet because im just using USB wifi and my lan is not working. so what should i do to make my usb work properly again?

Does it run OK with one USB device at a time? Probably the
external hard drive us drawing too much power. It may work with
a powered USB hub.
