All 3 USB posrts are not working in SONY VAIO VGN-CR353. When I plug in my optical USB mouse, the lights come on but not communicating with pc. The same with USB pen drives

Have you looked in Device Manager to see if all the hardware is working properly?
Have you recently re-installed Vista?

Yes all checked and working on Device Manager. And because this is a brand new laptop, I have even tried the system recovery to format drive C: and re-install everything in to its factory configuration. It uses Windows Vist home Premium OEM software that comes with the Sony Vaio. still the web cam and all 3 usb ports are not working. they were working till 2 days back.

Well, you could try to remove the USB ports from within Device Manager and reboot to see if that straightens out the problem.
I am not familiar with Vista so I can't be of much help on that front. I am sure there must be some type of system restore you could use to go back to a time prior to the problem.
