Try uninstalling and reinstalling USB controllers in device manager.

{and of course}System restore to an earlier date when the problem did not exist.

More information would be helpful...

What happens when you plug in a USB device?
Is there anyhting in device manager like unknown device or other device?

Does it say USB device malfunstioned? Anything like that?

Sorry, Ummm when I plug in things like my web cam, card reader or printer, it says the device is not plugged in.
Yes, I tried restoring my pc to an earlier date but it did nothing to help correct the prblem.
I will try the un-install & re-install & post my findings
Thanks,
Maxx

What street1 suggests should fix your problem. If not, trying repeating it with a USB device plugged in.

If they're not showing in device manager, make sure USB is enabled in cmos/bios setup.

My USB ports are showing up in my device manager. I even added a new USB 2 port card that also see in device manager. But when I try plugging anything into the new one, I get the message that the device malfunstioned & windows doesn't even know what it is.?

Thanks people but I've tried everything, even removing & re-installing, but still they are not working. That USB checker even says everything is fine but every time I plug something in, it's telling me to check my connection. My Bios states they are working, windows xp says they're there & working fine, but in reality they're not.
