usb port not working on Dell Inspir

I have a friend with a Dell Inspiron laptop. The USB port seems to be permanently broken. The DVD/CD-RW drive also seems to be malfunctioning. Is it possible to replace the USB port on the laptop? Any suggestions are appreciated.

what is the drive doing exactly?
If you have a voltmeter and can do so carefully. plug a standard type A to type A usb cable in the computer...see if there's 5 volts between the first and last pin in the cable with a voltmeter set to measure dc volts. (I use a home-made test jig, but you can use paper clips just don't short it) If there is 5 volts then you probably had an ESD issue with the data lines (the other 2 pins in the center of the cable). common with several dell models i hear.
