Unable to complete download of printer's software program because the usb port is not being recognized.

Have checked the device manager's properties and all usb ports are working.

Do not understand why I cannot get the usb port to recognize the printer.

When installing USB printers the normal procedure is to first install the software and then connect the printer.

Unplug the USB cable from the printer. Remove all instances of the printer and any software associated with it and then reboot.

Install the drivers and then connect the printer.

I assume there are Drivers for Windows 7 or at least Vista. Any other drivers will not work.

USB devices may not work correctly when they're connected to certain USB ports e.g. ports in a hub or on the front of a desktop case. If you have a desktop computer, you may have an IRQ sharing problem you need to fix (NOTE that I have seen where a printer requires this problem to be fixed, despite the fact lesser USB devices worked fine) .
See response 3 in this:

Also - if you are using a USB extension cable, some of them have inadequate wiring and will not work properly with some USB devices.
