I am having problems with this computer recognizing usb keyboards on startup. What is happening is every time I turn on my computer, I have to disconnect and reconnect my keyboard then after that it will work find and go in the bios and everything, until I power off the pc and power back on. If I buy one of those usb2.0 pci cards will this solve the problem, these keyboards are usb2.0 ones with 2 port hubs built in, and the pc only has 1.1

USB hubs sometimes do that whether they are contained in keyboards or separate.
Apart from the above, I do not think the problem is related to your USB being v1.1. USB2 is backward compatible.
Since you can enter into BIOS with an USB keyboard, you must have enabled USB legacy support in BIOS.
Does your keyboard have a separate power input or is it powered through the USB connection to the PC ?
If not powered separately, your PC may not supply enough power to your hubbed keyboard and this could be the reason why your keyboard is not identified at PC startup and not functioning correctly because PCs need greater power when starting up than when running normally. So peripheral components may suffer.
If you install a PCI-USB card, it may (?) help the situation but this time you may not be able to use the keyboard when trying to enter into BIOS. You must check that.
Can you try another USB keyboard without a hub ?
Hope the above helps.

I have 2 of the keyboards with the usb hub built in, which also have multimedia controls, and they both do not work unless you unplug them and reconnect, but a basic usb keyboard I had laying around worked fine. You think the usb pci card will fix this problem, because I really like that particular keyboard, I can just use a old ps2 keyboard if I want the bios.

Are you using the hub ports when starting up the computer? If so that may be your problem. Response #1 mentions the power issue. I have a MSoft KBoard with 2 USB ports. The way MSoft got around this issue was to also include a PS/2 connector. Teh KB is connected to both so the KB power comes from the PS/s port.

I am not using a usb hub, the keyboard has a usb hub built in. I just hope the pci card works because it is very annoying to have to unplug and reconnect the keyboard every power up

You may need to plug the keyboard into a different USB port, or you may need to NOT connect anything to the USB ports in the keyboard, or you may have an IRQ sharing problem.
