USB keeps installing

I installed a USB PCI card on win98 and started having a few issues so thought I would take it out and reinstall it in another PCI slot to help with possible IRQ conflicts. But, after removing the card, it shows up in Device Manager. I removed it from there in safe mode, rebooted and windows keeps finding the USB device and wants to install the drivers. I say cancel and it shows up in Device Manager although no card in. How can I keep it from finding the card that is not there? It installs the Intel/PCI universal host controller as well as the Root Hub. C:/windows/temp is empty.
