USB, iPaq, Win98?

Specs: Windows 98 SE, Pentium II, 64MB RAM
I got a huge box of old tech stuff recently, and in it was two major finds: An old Compaq laptop, and a HP iPaq PocketPC (h2200 series). Both work well, and I've restored the laptop to its stock Windows 98 Second Edition.

I installed Office 2000 on it, and set up Outlook to work with my Gmail. Then I went looking and noticed that HP recommended ActiveSync 3.7 or later. So I tried 3.7 and 3.8...both have the same problem. I connect it to my laptop via USB, and it says that while USB is available, it can't find the PPC.

Any ideas? If not, how else can I get stuff to it?
