USB flash capacity reduced

Specs: WIndows XP Pro, Celeron M 1.6GB
Hello, I need a help with a following issue.
I wanted to make my flash drive bootable and
I found this USB flash disk HP tool that is
suppose to work on most of the flash drives.
So I tried it on mine and it worked, but the
problem is, it has reduced the original 16GB
capacity to 4GB, and even when I tried to
format it trough WIndows format tool, it
allows me to format only to those 4GB trough
FAT32. I'd really appreciate any help. Thank

Check in Disk Management to see if the remaining space is available. If so, partition and format it as a second partition.

Thank you very much for your solution. I already used the HP format tool which allowed me to choose both the type of formatting and the right capacity. Thank you.
