USB drivers wont install properly!

Specs: Windows 7
I recently upgraded from windows vista to windows 7, and none of my USB root hub drivers will install correctly, meaning none of my USB ports are working!
In device manager it comes up with a code 19 - windows cannot start this device because its configuration information (in the registry) is incomplete or damaged, for all the USB root hubs.
Uninstalling them and reinstalling them by scanning for hardware changes does nothing. however, when i uninstall them and restart, they work (eg my USB mouse works) for around 2-3 minutes while windows begins installing the new drivers. after 2-3 minutes the USB loses power and stops working again.

i've read you can solve code 19's for both USB and DVD/CD drives by entering the registry and deleting the lowerfilter and upperfilter entries for the device, but i have checked and no such entries exist for the usb devices.

any help would be greatly appreciated!

ok i may have found a permanent fix i'm not sure yet, time will tell!
i uninstalled all the USB root hubs and restarted the system, but started windows in safe mode. it installed the drivers, i left it for around 5-10 minutes and it hadn't stop working yet! i've restarted and started windows normally and everything's working fine so far.
