I tried to use a JumpDrive, which did not intall properly because the "E" drive letter assignment was already used. Since then every time I uninstall the two USB Devices that appear with yellow exclamation points in the Device Manager and restart the machine Windows detects something and tries to reinstall the same USB Device. When it does I get an "a function driver was not specified" error, and the USB Devices again appear with yellow exclamation points. I still can't use the JumpDrive, and Lexar are useless. How can I get Windows to stop thinking there is hardware to install?

Windows is telling you that it needs USB drivers installed. Until you do, no USB device will work.

You should find the drivers on the CD that came with your motherboard. If not check the manufacturer's web site.
