USB assigned ports

Specs: Windows XP Pro SP3
Does anyone know where I can find a basic explanation of how USB Ports are allocated ?
I have several astronomical cameras and accessories with USB plugs.
I have read that some of these devices need to be plugged into the same socket every time
they are used and the same one that they were plugged in when the drivers were installed.
I have had problems when plugging a device into a different socket getting a Windows
message saying "new hardware discovered" when it's allready installed ,and "device not recognized" when its allready installed.
I have a Dell Vostro 1015 , XP Pro SP3, with four USB 2 ports but device manager shows
If I use a hub plugged into one socket can I then run four USB devices simultaneously
through this?
Will this still use four ports on the PC?
If anyone can point me to a good tutorial I will be obliged.

My experience with usb hubs, is that unpowered ones are a waste of time as they generally do not work.
