USB 3.0 PCI card power surge

Specs: Windows 7
Hi everyone, I installed a USB 3.0 PCi card. It has its own power plug in for the power supply which I have plugged in. I have two external 3.0 drives. Everything worked for two months and now I I get the USB power surge error, not sure whats going on, maybe the USB 3.0 card went bad.

My Bytecc NEC PCIe USB3.0 card worked with my external hard drive OK for a few days. When I plugged a USB 3.0 flash drive into the other USB slot, I got the power surge error and then kept getting the error for the hard drive as well. I had to remove the card.
