USB 2.0 w/ dvd burner problem

Hi,

I got a Pacific Digital Dual format 4X External DVD Burner for Christmas and installed it into my HP Pavillion. I think my computer is now 733mHz and has 256MB RAM. It only had USB 1.0 and therefore would only read/write at 0.3-0.6X speed (using DVD decrypter or DVDShrink to read and CopyToDVD to write).

Today I bought a Belkin USB 2.0 PCI card and installed it into my computer. Everything seemed to go fine, and my burner works, but it still reads very slow. My burner is supposed to read DVD at 12X, but I am only reading between 0.9 and 1.1X. Does anybody have any clues as to what is going on with this? If not, do you know of any good places for me to read about this type of problem? Any help would be much appreciated.

Could be the speed of the pci bus. It is kinda slow.
