USB 2.0 ports working as slow

Ive recently formatted my comp and after installing Windows SP2 and all its updates my USB ports only work at a slow speed. So i cant connect things like a digital cam and my printer.
This has happened to me before I cant remember how I fixed it. Ive uninstalled the USB drivers so that windows re-installs them when i restart but it doesnt work. Thats all the help microsoft has on their online support section.
